The Federal Commission on School Safety led by Education Secretary Betsy DeVos released a 177-page report<\/a> yesterday outlining its recommendations for preventing, mitigating, and responding to school shootings.<\/p>\n

The commission developed the report via \u201cfield visits, listening sessions, and meetings with hundreds of Americans all across the country,\u201d including policymakers, administrators, principals and teachers, law enforcement and healthcare professionals, students and their families.<\/p>\n

Their recommendations range from arming school personnel to reforming mental healthcare to curbing violent entertainment. The report also endorses \u201cextreme risk protection orders\u201d but criticizes age restrictions on firearms purchases.<\/p>\n

\u201cThe National Rifle Association applauds the Trump administration\u2019s Federal Commission on School Safety\u2019s final report,\u201d NRA-ILA Executive Director Chris W. Cox said in a statement<\/a>. \u201cThe report includes a number of recommendations for which the NRA has been advocating for years\u2026 Importantly, the commission expressly rejected age limitations on firearm purchases, which as the report explains in detail, have no real impact on crime.\u201d<\/p>\n

Anti-gun lobbying firm Everytown for Gun Safety also released a statement criticizing the report for its support of arming school personnel.<\/p>\n

\u201cThis report is a mixed bag. When it comes to arming teachers, let\u2019s be clear: Putting guns in classrooms will make our children less safe, and any suggestion to the contrary is blind to both the facts and common sense,\u201d said John Feinblatt, president of Everytown for Gun Safety.<\/p>\n

Strangely, both groups applauded the commission\u2019s recommendation for extreme risk protecting order laws or \u201cred flag\u201d laws.<\/p>\n

Feinblatt said he\u2019s \u201cglad the commission supports safe storage of firearms and Red Flag laws, which keep guns away from people who are a danger to themselves or others.\u201d<\/p>\n

Cox agreed, though he qualified his support.<\/p>\n

\u201cWe appreciate President Trump\u2019s support for keeping firearms out of the hands of those who have been adjudicated by a court to be a danger to themselves or others in the form of state Extreme Risk Protection Orders,\u201d he said. \u201cProvided they include strong due process protections, require mental health treatment, and include penalties against those who file frivolous charges to harass law-abiding citizens. The recommendations in the commission report will go a long way towards preventing violence and making children safer in our schools.\u201d<\/p>\n

In the section of the report outlining extreme risk protection orders, the authors urge states to ensure that the \u201cdue process rights of the at-risk individual are respected.\u201d While they admit that \u201csome existing state laws have prompted concerns that the scope of possible petitioners might be too broad and poorly defined,\u201d they believe states can mitigate these concerns by adopting \u201cclear and narrow definitions identifying appropriate persons with standing to file a petition.\u201d<\/p>\n

They also, as Cox suggests, advise states to \u201cdeter misuse or abuse of the ERPO process through appropriate criminal penalties.\u201d<\/p>\n

In the section of the report dealing with age restrictions on firearms purchases, the authors note that most mass murderers acquire their firearms from friends or family.<\/p>\n

\u201cThe existing research findings on the efficacy of current minimum age of firearm purchase laws do not support the conclusion that those laws have a measurable impact on reducing homicides, suicides, or unintentional deaths,\u201d the report says.<\/p>\n

Instead of restricting the age at which an individual can purchase a firearm, the report recommends that states implement policies encouraging the safe storage of firearms.<\/p>\n
