Sen. John Cornyn (R-TX) made headlines last week with the introduction of the Constitutional Concealed Carry Reciprocity Act of 2015, a bill that would allow licensed concealed carry permit holders to carry firearms in any state that has concealed carry laws on the books.
Since all 50 states have some type of issuing standard, it would mean universal concealed carry reciprocity.
Not surprisingly, pro-gun control lawmakers and activists were quick to criticize the measure, often claiming that it wound endanger public safety.
“This bill is a menace to New York and would allow potentially dangerous people from other states to carry concealed weapons in our grocery stores, movie theaters and stadiums, without even notifying the police,” Sen. Chuck Schumer (D-N.Y.) told the New York Daily News.
“It is a nightmare for our law enforcement officers and the community, and I will fight this legislation tooth and nail,” he continued.
Likewise, the president of Everytown for Gun Safety John Feinblatt complained that the bill “would create a lowest common denominator that makes the weakest state requirements the law of the land.
“This bill is evil and dangerous,” added Dan Gross, president of the Brady Campaign to Prevent Gun Violence.
In an effort to find out more about why gun-control advocates oppose the measure, I reached out to Ladd Everitt, the communications director for the Coalition to Stop Gun Violence.
S.H. Blannelberry: First off, do you support it?
Ladd Everitt: No.
S.H. Blannelberry: Under what conditions would you support national CCW, if any?
Ladd Everitt: The devil is in the details. It would greatly depend on the required screening/training presented in the bill. We see Senator Cornyn’s bill as a race to the bottom in terms of standards. Generally, however, we feel permitting of this nature is best handled at the state/local level. Different states experience the problem of gun violence differently.
S.H. Blannelberry: Do you believe there is any chance that it will clear Congress?
Ladd Everitt: Past votes in the Senate have been close and there’s no reason to expect it wouldn’t be close again this time. Both sides will be counting votes and lobbying Senators.
As I argued Tuesday, I believe that national concealed carry reciprocity is inevitable, whether it comes via a federal bill or happens organically as courts and judges continue to remind state Legislatures that our Second Amendment rights extend by the home and into the public square. Over time, states will have to accept that just as our First Amendment right to free speech is not limited when we travel from one state to the next, our right to keep and bear arms must also be preserved and protected.
What are your thoughts on this bill?
Keep in mind known criminals and felons are exempt from all firearm back ground checks and registration laws because of their 5th. amendment rights against self incrimination (see the Haynes vs the United States 390 U.S. 85 (1968) Supreme Court Decision)
So who is left to submit to BackGround Checks and Registration Schemes brought on from any level of U.S. Government and why?

I Am an NRA certified pistol safety course instructor and have been for many years in CT. I have carried concealed in CT for 30 years without incident of any kind. The Governor in CT wants to raise the cost of our concealed carry permit from 70.00 per renewal to 300.00. I personally think that President Trump should push for a Federal concealed carry permit that would be good in all of the Continental U.S. I would rather give my 300.00 to the Republicans in Washington than the anti-gun Democrats that need to be voted completely out of Hartford!

The 2A is a Federal right guarantied in the US Constitution. Why is this right delegated to the states when the Feds should be the administrators of the constitutional 2A?
Mr. Schumer seems to have a problem here. It is okay for him to be a licensed pistol holder, but no one else. Can we see a double standard here? Ever since the 1930s, New York has had a problem with private individuals owning handguns. The Sullivan Act of the 1930s was an attempt to restrict the public’s ownership of certain firearms. Ever since then, New York has sought to restrict, even further, the public’s Second Amendment Rights under the Constitution, both State and National.. It even continues today with the enactment of the SAFE Act. Mr. Schumer is the embodiment of that New York City mentality that imposes its will on the majority of others, simply because it can, without logic, nor any rational reasoning.
Chuck the schmxxk is a total Luddite when it comes to firearms. It is about time the country pulled its head out its New York and passed reciprocity statutes.

People like Chuck Schumer and Kirsten Gillibrand will give a license to illegals to drive and go unchecked and kill people on the road rather than a family to protect themselves and who have been back grounded by the Feds. Now is not the time to enact full reciprocity. We, as Republicans, need ro retake full control of our Congress and the White House and see that the appointments to the Supreme Court are made for Justices who will defend and support our Consitiution. If the Democrates maintain control they will opt for international conformity which would trump our national control of gun rights. First things first. Build a firmer base legal base for the Bill of Rights then address reciprocity. That said, I’m a full believer in States Rights and a smaller Federal Government. I believe that local control is the key to a free society.
It’s time to rid our country of this ignorant Jackass! A national program is what is needed to keep track of who is legal and who isn’t, this law would create a national data base to prevent being detained for sometimes days to verify you are legal to carry. And to cross state lines without having to call the police of that state for permission. It would also cut down on forged and stolen permits because this law would allow immediate notification to law enforcement.
I believe since its a law abiding citizens Constitutonal Right it should follow them throughout the United States. Since most people have never actually read the Constitution, an alarming number of these being elected officials, there are many people who think the Constitution is “al a carte”, if you don’t like it you don’t buy it. In this time of social media spreading false information, an irresponseable media and professional political instigators, the 1st Amendment has been directly responsible for more violence, crime, and civil unrest than the 2nd Amendment, yet if any attempt to regulate or allow local officials the authority change the 1st Amendment in any way, there would be tremendous outrage and the shout of tyranny (from me included). Even though politicians, activists and the media use the 1st Amendment to knowingly falsify and misrepresent statistics on gun violence for their own agenda, endanger the lives of law-enforcement by “playing the race card” ignoring the fact it was the criminals own actions that precipitated the officers legal response, then use their “freedom of speech” to encourage rioting and looting and now cause unwarranted divisivness and anger that demonizes law-enforcement to the point of condoning the execution of police officers. In spite of this I support the entire Constitution, even though our 1st Amendment allows frenzied reporters to stick cameras and microphones in the faces of uninformed radicals, polititians, professional activists who are enormously more daangerous to the public, law-enforcement, and the peaceful well being of our Nation than the millions of legal gun owners who are among the most law abiding citizens in the country who are under constant attack of being punished by reactionary legislators for crimes they didn’t commit. The state of Vermont has no “issuing standard” for handguns, concealed or open. Vermont has the quaint idea that competent, law-abiding adult citizens have the right to keep and bear arms without government infringement.

How come senators and congressmen like Chuck Schumer, Diane Feinstein, Joe leiberman, Carl Levin, Herbert Kohl, Barbara Boxer, Steven Rothman, Tom Lantos, and ex mayor Michael Bloomberg (who are all jewish) are spearheading the disarming of the Honest American citizens? All of the above have introduced legislation on strict gun control. Why do all these nice jewish politicals feel they should abolish the 2nd amendment? Read how Lenin, Trotsky, Yakov, Bronstein,Rosenfeld, Kaminev all Jewish except one insinuated themselves into high places in the Russian government (KGB minister of defence and so on) They disarmed the Russian people and afterwards 20,000,000 to 50,000,000 Russians were murdered and starved to death. This is actually funny. Any statistics you can find seem to indicate that the crime rate for CCW permit holders are about the same as the police, less than .2% of ALL crime, not violent crime. Permit holders are generally law abiding citizens, or they wouldn’t have the permits to begin with. If they went by statistics instead of fear mongering, they would recognize that CCW permit holders make your state safer, not more dangerous. They continue their practice of yelling loud, not spouting facts.
It is a shame that there are so many STUPID and WORTHLESS Politicians that have been elected. It unfortunatly shows the degrading of the American way of Life that so many have given their all to protect in the Armed Forces.
If every single NRA member & member of all the other pro Second Amendment groups would stop voting for anyone with a “D” behind their name, we could stop fools like Chuckie Schumer dead in their tracks as there would be lots less of the “D”s in office. Yes Senator Shumer, because we all know criminals notify the police immediately when they enter a new jurisdiction. What kind of idiot does this guy think he is dealing with? Politicians have somehow come to believe that only they can determine what is legal and safe for Americans. He can take his chances without a weapon; if he’s stupid enough to believe even private security will keep him safe that’s fine with me. I’ll continue to carry my Ruger w/ECR laser daily. I don’t depend on anyone else protecting me or mine. I depend on the training I received in the Marine Corps and my own ability to clear, draw, fire and hit the target to defend my life and the lives of those I love (and maybe Senator Shumer’s loved ones if they happen to be in a public area where some nut or terrorist decides to start executing innocent people).

Exactly my sentiments. I lived in Rome NY, near Griffith Air Force Base in the 60’s near a nice streamed forest and learned to shoot my BB gun. I am still shooting and with people like Schumer representing NY, I have no desire to live in that State. 2nd Amendment is more important for my sanity than the 1st. Talk is always cheap but bullets are not. I support the federal reciprocity all the way. The license to CCW in one State should be just as good as any other State’s. I’m forced to leave my CCW at home in VA when I drive to work in MD or DC. I travel to other States as well. I hold both VA and UT CCW for this reason. Long live the USA and it’s 2nd Amendment! May you be removed from your constituency soon, Schumer.

What Mr Schumer doesn’t know is that in his home state of NY, even with a NYS CCP you are not allowed to carry in any stadium and most movie theaters are “gun free zones”.

I have a concealed weapons permit here in Georgia. It is recognized and honored by several other states (I think about 27) because Georgia recognizes and honors the permits from those states. Reciprocity. National reciprocity is unlikely to be passed into law because Obama will no doubt veto any bill crossing his desk. I carry my firearm wherever it is legal and will continue to do so. I’d like to have the ability to carry everywhere but misguided politicians and other liberals will continue fighting to deny my 2nd Amendment rights every way they can.

It really is needed to end the nightmare of innocent law abiding gun owners being targeted by overzealous law enforcement on the roads when traveling interstate. Most of the time they are just passing through on the highways when they become the hapless victims of a patchwork of local laws that were not really designed or intended to restrain them. Chuck Schumer’s worst fear is that it will undercut his shrill calls for civilian disarmament and monopoly of force – he is an authoritarian statist to the core who does not believe in any personal 2nd Amendment rights or means of self defense. He will always be able to afford a nice home and private security, while the rest of us eat cake. That’s how a New York Senator thinks. What a relief the rest of the country thinks differently. A retired 70 year old snowbird who gets a carry permit in Fla. and has an apartment in NY is not the kind of person I would worry about. I’m more worried about being stabbed or punched in the head by the retrograde humanity we have on the loose here. They typically don’t travel much and they’ve been getting guns anyway for generations.
