NY Ammo Control Law Will Punish High School Clay Target League

State Sen. George Borrello (R) urged Gov. Kathy Hochul this week to exclude New York’s high school trap teams from a forthcoming state law.

The law mandates a background check each time a coach transfers ammunition to a student. Think about how insane that is!

Set to begin on September 13, Executive Law 228 mandates New York State Police to conduct background checks for all firearm and ammunition transactions in the state.

Traditionally, trap team coaches buy shotgun ammunition in bulk, distributing it to students during events.

Recently, these coaches received directives to register for these checks. Each check costs $9 for firearms and $2.50 for ammunition!

Sen. Borrello Responds

“This is about protecting a program that is an essential part of hunter and firearm safety education. More than 2,500 student-athletes representing 144 high school clay target teams participate in the NYS High School Clay Target League. Requiring a NICS check each time a coach gives a team member a box of ammunition is ridiculous and unworkable,” Sen. Borrello said in a press release obtained by GunsAmerica.

Borrello highlighted the impeccable safety record of the NYS High School Clay Target League.

“These teams have a perfect safety record. Not one student has been injured during practice or competition since the league started in 2001. Not one. Think about that,” he explained.

Students in the league, predominantly aged 13-17, cannot buy shotgun ammo directly. They join the league with parental consent.

The new law also impacts adult shooting leagues and retailers.

How NY’s Ammo Control Law Affects Gun Owners

Borrello criticized the law, calling it a burden on lawful gun owners and an unnecessary bureaucratic addition.

“Make no mistake about it, Executive Law 228 is designed to punish law-abiding gun owners. It’s another example of egregious government overreach designed to make it more difficult and expensive for law-abiding gun owners to exercise their Second Amendment rights. It will do nothing to reduce crime and it furthers government overreach,” Sen. Borrello said.

“It also wastes taxpayer money by forcing the New York State Police to act as middlemen, adding a layer of bureaucracy between federally licensed gun dealers and the FBI, which has been conducting NICS checks for decades at no cost to gun buyers,” he added.

Borrello is joined by a handful of other Republicans in the legislature who want to see Hochul push the pause button on Executive Law 228. Unfortunately, it may not be enough. As Hochul is a staunchly anti-gun governor.

    Kathy Hochul is a Socialist Democrat. she does what they tell her to do. Newsom does the same for California.
    Unfortunately here in Arizona we are turning blue. The Dems got a puppet governor elected. she’s a former social worker and is anti-gun. Her Atty General is too. Lots of californians moving here. real glad i got armed years ago. hope they dont try to disarm us.

    Every day I give thanks I fled that state four years ago. Hochul and the rest of the Dems in state government are stunning examples of the Dunning-Kruger effect.

    It is all about CONTROL and causing as much inconvenience and discouragement for legal gun owners in NY state ! I loathed that state and one of the happiest moments of my life was my final drive out of it for my new state of residence ! A friend returned for a visit to NY once and stated that he had returned to the “LAND OF NO” ! No, you cant have that, NO, you cant do this, NO, you cant say that, ect..

    Hochul is just another communist elected by the people of NY. When will people learn that when you elect people like this, you get tyrannical laws or EO’s. I know, not everyone in NY voted for Hochul, but enough to get her elected. Sad, very sad.

    She won’t allow that. She is not only trying to financially burden law abiding citizens from exercising their right but is trying to make them just not bother. The youth are exactly who she wants to stop so they lose interest in or never get into using firearms. Criminals will just steal the ammo. It won’t stop gun violence. It was never about that.

    This law is not about preventing crime or reducing gun violence; it is intended to make it impossible for youth to engage in shooting activities, with the hope and expectation that such bans will eventually lead to the elimination of hunting. These folks think that hunting is evil, but how they will deal with massive overpopulation of species and the inevitable massive die-offs from starvation is something they do not consider. Gunz is bad and must go!

    This is no different than the Biden Administration using a poorly worded statute to cut off all federal funding of shooting and archery clubs in schools nationwide. They are trying to eliminate the so-called “gun culture” as some sort of ethically required moral “good” that will reduce “gun violence.” It is entirely irrelevant that these young hunters in training are not the ones shooting up the neighborhoods in major cities or engaging in mass shootings.
