Do Criminals Have the Upper Hand in Times of Crisis?

This NRA Life of Duty episode, title “Breakdown,” raised a very interesting point about who is most prepared to deal with a society that is descending into chaos and disorder: Criminals.

It makes sense when you think about it. Many criminals are conditioned to live in poverty, many criminals are already armed, and many have no moral qualms about taking whatever from whomever to survive — all of which, one can argue, makes them uniquely poised to deal with hard times.

What are your thoughts on this? Do criminals have the upper hand in times of crisis?
