State Rep. Kenyatte Hassell (District 78) pre-filed HB23 this week, which aims to tighten regulations on so-called “assault weapons” in Alabama.
The bill mandates individuals to obtain a permit to carry or purchase these firearms. It also introduces strict penalties for those who refuse to comply… You can become a felon!
Key Provisions of HB23
The bill defines an “assault weapon” as any semi-automatic rifle, pistol, or shotgun with specific features, such as the capacity to accept detachable magazines or a pistol grip and/or folding stock.
It excludes antique firearms, inoperable firearms, and manually operated firearms.
Permit Requirements!
Under HB23, individuals must secure a permit to legally carry an assault weapon in a vehicle or on their person. Surprise! They also need a permit to purchase or acquire such weapons.

The bill grants a 90-day grace period for those acquiring assault weapons through inheritance to apply for a permit.
Application Process
Applicants must apply to the sheriff in their county of residence for an assault weapon permit. The sheriff has the discretion to issue or renew the permit, following procedures similar to those for concealed carry permits.
Fees and fund distribution for assault weapon permits will align with those for concealed carry permits.
No Papers, Big Problem!
Violating the permit requirements constitutes a Class C felony. In other words, get caught without a permit and lose your 2A rights forever!
Exceptions apply to law enforcement officers, military personnel, federal firearm license holders, and individuals on their own property, residence, or fixed place of business.
Effective Date
If passed, HB23 will become effective on October 1, 2025.
Rep. Hassell’s Rationale
The Montgomery-based Democrat had this to say about HB23 in a recent interview with WBRC.
“If you’re a law-abiding citizen, you can go get your permit and have this weapon,” he said.
“I’m not trying to take weapons away from everybody,” he continued. “It’s just that some of these weapons get in the wrong hands and it’s so wide open and free now that it’s causing a lot of problems.”
Conclusion
Alabama is a Constitutional Carry state. Law-abiding citizens don’t need a permit to carry firearms on their person. It goes without saying but HB23 flies directly in the face of current law.
It’s doubtful that this bill will gain any traction in the heart of Dixie. But I guess we’ll have to wait and see. As always, stay tuned for updates!

Just gum flapping, how about passing laws on criminals illegally possessing. I avoid Montgomery too much crime.
I don’t live in Alabama but I have spent some time down there. I don’t see the good citizens of Alabama putting up with this malarkey. It’s one of the last places I would expect to see a bill like this passed.
I won’t pass, there are even Democrats down here that know better than to touch this one if they don’t want to be booted out of office come the next election. It’s a common ploy by the elected loony lefties to try and bog down the legislative process with bogus B.S. bills that slow down the Republican majority agenda in the State House.
Hassell, who is a black Democrat, carries political water for Soros, the NAACP and the SPLC. He does not address the violence and crime that his peer group causes in Montgomery.
Totally unconstitutional. 2nd Amendment: “A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed.”
It’s not a right if you have to ask permission. Requiring a permit is an infringement. Forbidding certain types of weapons is an infringement. Barring weapons from certain areas is an infringement. The Second Amendment IS my concealed carry permit.
Representatives who push for these kinds of laws need to be prosecuted for violating their oaths of office.
New York State has a similar provision, I had to have my concealed carry permit amended, to include semi-auto long guns,
As a citizen of Alabama, I can tell you that this bill has a snowballs chance in hell of passing. She’s just another one of our useless Demoncrap (minority party in Alabama) state politicians that is politically posturing to waste the time of our State House while it is in session.
Good luck when folks tell you to stick it where the sun doent shine. If im going to be a felon when they attempt to deprive me of my right i will fight on the spot.
