Option 1: visit your local Class III dealer and purchase a factory SBR. Your dealer will file a Form 4 with the ATF to transfer the weapon to you. Going this route, your "bought & paid for SBR" must remain in the custody of the dealer until the Form 4 has been approved by ATF. Option 2: build your own SBR. This involves taking an existing firearm (like an AR pistol), submitting a Form 1 with the ATF to create the SBR, having your firearm's receiver engraved with your name & address, waiting for ATF to approve your Form 1, and then replacing the pistol buffer tube with a rifle stock to create your SBR. While either option requires several months of waiting, filing a Form 1 with an AR pistol allows you to keep the firearm in your possession, and not locked in your dealer's safe.
